BIMx submits its application for a market operator licence
17.06.2026, Chișinău – On Tuesday, the Moldova International Stock Exchange (BIMx) submitted its application for a market operator licence to the National Commission for Financial Markets (CNPF). This step marks the start of the authorisation process, ahead of the operational launch expected in September 2026.
BIMx aims to become the benchmark financial infrastructure of the Republic of Moldova and a platform for integration with European capital markets. The exchange mobilises private capital for economic development and supports the country's European financial integration.
BIMx's activity embeds the principles of sustainable development and inclusion, and is aligned with the National Capital Market Development Strategy 2025–2030 and the National Bank of Moldova's Sustainable Finance Roadmap.
The application submitted to the CNPF includes the trading rules, operational procedures, internal policies, business plan and contracts with market infrastructure providers. The documents reflect an institutional and governance framework designed to meet the requirements of a modern capital market aligned with European standards.
Throughout the preparation of the application, BIMx received specialist advice from ACI Partners (team led by Cristina Martin) and Dentons (team led by Loredana Chitu).
The combined expertise of the two law firms, gained on complex capital market infrastructure development and regulatory projects in Romania and the Republic of Moldova, helped to structure a set of documents aligned with European best practice.
The new exchange creates a transparent and predictable framework for all participants, through which companies, local public authorities and the state can raise capital, while investors gain access to new investment opportunities.
Veronica Arpintin, CEO of BIMx, said:
"The submission of the licensing application is the result of an extraordinary effort by the BIMx Council and team. Following the Company's registration with the Public Services Agency (ASP) in December 2025 and the Competition Council's decision in February 2026 on the Exchange's compatibility with the competitive environment, a comprehensive set of rules and procedures was developed that will underpin the operation of the Exchange, delivered through the ARENA trading platform.
This application reflects BIMx's commitment to building a financial infrastructure based on trust, transparency and accountability. We will offer companies in the Republic of Moldova access to new sources of financing, and investors a trusted framework for their decisions."
Alexandru Sonic, Chairman of the BIMx Council, stated:
"The exchange is an essential element in the development of the capital market in Moldova. In its first years of operation, BIMx will benefit from the support of its strategic partner, the Bucharest Stock Exchange, and aims to list its first 2 – 3 issuers and attract at least 4 brokers.
We are preparing the market through information sessions, training and technical support for brokers on the use of the trading platform. We are working with potential issuers to adapt their corporate governance policies and financial reporting standards. Our objective is to stimulate both supply and demand."
Over the coming period, the CNPF will assess the documentation submitted, while BIMx will continue its preparations for the operational launch expected at the end of September 2026. Interest from potential issuers has already been established, and the first issues are expected from 2026.
The launch of BIMx represents a strategic step in the development of the Republic of Moldova's financial infrastructure and in bringing it closer to the standards and practices of European capital markets.
BIMx has been established through a public-private partnership unprecedented in the Republic of Moldova, bringing together the following founders: the Bucharest Stock Exchange (BVB), the Public Property Agency (APP), Donaris Vienna Insurance Group S.A., maib, Grawe Carat Asigurări S.A., Moldindconbank S.A., MK Kredit Company S.R.L., OTP Bank Moldova S.A., Moldcell S.A. and Premier Energy PLC The total committed share capital is 3,000,000 EUR.
